Actually, PA mandates those laws as consumer protection, forcing the casino to offer a decent game to the public.
If it was merely to compete with AC they wouldn't need those laws, as casinos would voluntarily offer good rules if it really mattered that much.

Yes the Borgata is a great casino best in AC. Yes, they have a single $5 table most of the time. But good luck getting on it. It's three deep with blue hairs and drunken frat boys. I know you asked about low limit so I assume a $25 table may be out of your range. But the Taj has a whole pit of $25 S17 tables all the time. 6 or 8 of them with no mid shoe entry. There is no surrender (obviously since it doesn't exist in AC for regular folk). But it's a hand shuffled game and some of the dealers are very generous with the cut card. It's quietly one of the better games in AC.
If $25 is too rich for your blood, The $10 tables in Caesars and Bally's are mostly 3:2 for BJ; except for the party pit, and SD. Don't play SD in AC..it's always 6:5 that I have seen. The Trop also has some $5 and $10 games on the weekend that still pay 3:2, as far as I know anyway...haven't been to the trop in months. The other info is up to date. Good Hunting.

Yeah, like someone else said my experience at the Borgata is that sometimes the $5 table is 2 or 3 deep during peak times. You'd think other casinos would learn from it.
